Git add additional scaling option to results and fsl_mrs to allow for fixed water cencentration scaling.

Modification to allow quantification without tissue fractions. Not happy with this quantification package yet but it will do.

Removed unnecessary argument from create report. Fixed issue with runing combine metabs multiple times. Updated example notebook.

Wills first attempt at a new results and quantification framework. Still needs tests and finishing in some areas.
