Expand load presets

Ying-Qiu Zheng requested to merge expand-load-presets into master

add features so that load_preset can

  1. load default bevels/bvals/diffusiontime/pulse duration for Biobank or HCP
  2. raise error if no above values are provided for user-provided dataset
  3. check dimensions

add tests for the above features

#47 #19 resolved.
