Update to latest header definitions from https://github.com/NIFTI-Imaging/nifti_clib

Updated with the latest #defines ( converted to enum ) from v3.0.1 of https://github.com/NIFTI-Imaging/nifti_clib.

Also changed the packed attribute to a #pragma, again matching v3.0.1
