Wrap update_fsl_package

I think it makes sense for this binary to be easily available or is this considered a too advanced feature to expose like this?

Hi @ndcn0236, sorry - I missed this. Omitting update_fsl_package was an intentional choice, but I am not fundamentally against the idea of exposing it (or making it more exposed, by adding the wrapper/alias in $FSLDIR/share/fsl/bin/).

@paulmc This comment was inspired by your advice on the FSL mailing list to "Run "update_fsl_package -u fsl-eddy_qc" to install the latest version of the eddy_qc package." (see email from Lin Cai). This does not work currently.
