BF: LCModel basis and HLSVD stability

  • HLSVD now uses dense (rather than sparse) scipy SVD. Should improve numerical stability
  • Added helpful error handling for LCModel encrypted basis sets.
  • Better handling for poorly formatted LCModel basis sets.
  • Fixed negative ISHIFT error in LCModel basis read.
