ENH: Add `tablelist` package for displaying tables

  • Add the tcl tablelist package to use in the GLM GUI (https://www.nemethi.de/tablelist/)
  • Adjust fslstart.tcl to allow loading of TCL library files from $FSLDEVDIR/tcl/, in preference to $FSLDIR/tcl/.
  • Vendor parts of the tcllib library - the conda-forge tcllibpackage seems to be partly broken and abandoned.
  • Add some new functions in balloon.tcl for displaying tooltips.
  • Remove colour/font customisations in $FSLDIR/tcl/fslstart.tcl - this gives partial dark mode support.
  • Fix some FSL documentation links.
