ENH: New fsl_streamlines tool

This MR adds a new fsl_streamlines command, which can be used to generate a streamline tractogram from probtrackx2/xtract outputs. The fsl_streamlines tool requires probtrackx2 to be run with the --opathdir option, which generates a fdt_paths_localdir.nii.gz file containing per-voxel average tract orientations.

The tool was originally written by Saad Jbabdi, and cleaned up/refactored by Martin Craig and Paul McCarthy.
