DOC: Clarify usage of `-h` option with respect to filtering of CIfTI time series data

The -h option is not only used to perform high-pass filtering of motion confounds prior to regression. It is also used to perform high-pass filtering of CIfTI time series data. The command-line usage has been updated accordingly.
