RF: CUDA static linking and packaging

  • Use new CUDA_STATIC option to statically link against CUDA runtime.
  • Change package names to "fsl-eddy-cuda-X.Y" CUDA projects are to be packaged as separate packages for each CUDA version, rather than one package with separate build variants
