Add LICENSE

I am adding the BSD 3-Clause License. This was suggested by Matt during our last meeting in FMRIB. I believe the only thing to check would be the copyright holder. I have specified "University of Oxford". @nichols, if you wanted something different, that would be the time to say it before I merge this MR.
