Update build number (full_rebuild)

This merge request was triggered by execution of the fsl_ci.utils.full_rebuild script. It simply updates the recipe build number. MNT: Full binary rebuild against fsl/conda/manifest:mnt/updateDependencies branch (see fsl/conda/manifest!183)
