fileinfo.sniff is not robust

The CSV dialect information detected by fileinfo.sniff is only trustworthy if values for every single column are read. This is unlikely when reading only the first few lines from a UKBiobank csv file, which is extremely sparse.

Perhaps we should skip dialect detection for .csv files?
